This is a Sunny Mat from Puppapupo. The frills are made of a shiny satin-like fabric. It also has non-slip backing to prevent it from sliding. I used it when spending time in the living room until my baby was about 4-5 months old! There is some wear and tear, but it's still usable! Due to regular home cleaning, there are some small frays all over the frills. Please check the photos!
