This is a Valentine's Day shopping bag from "Prestat," a purveyor to the British Royal Family. Unfortunately, they stopped operating in Japan in February of this year, making this item quite rare. I have two of these at home, which I received when I bought chocolates for myself, so I'm putting them up for sale. They have a stylish design and would be perfect for presenting a special gift.
