They are not in a completed state, but in an unassembled state. They are compatible with LEGO blocks, so you can mix them. There are no assembly instructions, but they are easy to assemble. Try combining them with various things to make them Instagram-worthy. These are imported goods. I have inspected them, and I have confirmed that there are no major problems. As they are overseas products, there may be minor scratches, defects, color differences/unevenness, missing parts, or loose parts due to the manufacturing/transportation process.
