This is a USED item manufactured in 1989.
In the military, it can be used not only as a poncho but also as a sheet blanket, sleeping bag cover, tent or tarp, ground sheet inside a tent, and waterproof ground cloth. Two ponchos can be connected to make a two-person shelter.
