There is a switch on the fan itself, but the operation is linked to the PS3's power ON/OFF. *Please note that this is exclusively for the initial PS3 models (with 60GB/20GB HDD capacity) that have four USB ports on the front. (It cannot be used with PS3 consoles that have two USB ports on the front.) *There is no package or manual.
