This is a nostalgic Christmas Santa Claus mascot of Cookie Monster from Sesame Street. It's quite old and hard to find these days. Originally, the string was elastic and short, but it's stretched out as shown in the photos. There's also a stain on the top of the hat in photo 7. Please only purchase if you don't mind the minor imperfections, as it's quite old.
