It has a fully elastic waistband and a soft fabric. The elastic doesn't seem stretched out. This skirt looked great with items from Agnes B. I was doing a "Parisian wannabe" outfit. I've worn it about 3 times and washed it at home each time. During the last wash, I used a sample of fabric softener, and the scent remains. I think it will probably come out when you wash it before wearing it, but please purchase it only if you don't mind.
