This is a vintage piece purchased from the Mint Bureau. Although the certificate of authenticity is missing, it's a lovely necklace featuring baby pearls and diamonds. The blue stone in the center is unidentified. There are markings on the clasp, which appear to be the artist's name. The markings on the pendant, 0.40 and 0.70, indicate the carat weight of the diamonds and the blue stone, respectively.
