This is a Citizen XC (xC) Eco-Drive radio-controlled watch. I can't set the time even after reading the manual, so the battery might be weak. (It's also possible I just don't understand how to do it.) Sometimes the second hand moves in 2-second intervals, and other times it moves properly in 1-second intervals, so I'm honestly not sure. I'm expecting the worst-case scenario of needing a battery replacement, which is why I'm listing it at this price. The main body has no noticeable scratches or stains and is still in good condition. The only included accessory is the manual. The wrist size is approximately 14cm, measured by an amateur.
