Born as the eldest son of the Arimaya pawnshop in Shinmachi, Takasaki City, Gunma Prefecture, he later moved to Naka-ku, Yokohama City. He dropped out of the Design Department of Kanagawa Prefectural Kanagawa Technical High School and entered the studio of Shūhō Yamakawa in 1924 (Taisho 13) to study bijin-ga (paintings of beautiful women). At the time, Shūhō Yamakawa, along with Shinsui Ito, who was a fellow student of Kiyokata Kaburaki, was also active in illustration. Tatsumi Shimura, along with Sentaro Iwata and Hidetaka Kobayashi, were known as the "Three Crows" of the illustration world. With the recommendation of Shūhō Yamakawa, Tatsumi also began to work in illustration. He also drew woodblock prints, called shin-hanga (new prints), for the Kaneda Shoten Co., Ltd. of Nobutake Kaneda. He also exhibited his original paintings at the Kyodo-kai, presided over by Kiyokata Kaburaki, and the Seikin-kai, presided over by his teacher Shūhō Yamakawa and Shinsui Ito. Later, he became known for his magazine illustrations in magazines such as Shufu no Tomo and Fujokai, and became a popular painter alongside Sentaro Iwata for his illustrations of the novel Tange Sazen by Fubo Hayashi.
