It appears to be a miniature version of the traditional folk craft "Neko Chigura" from Sekikawa Village, Niigata Prefecture. It seems to be made of 100% Koshihikari rice straw. There is some fraying, but there doesn't seem to be any noticeable dirt. It has not been used for cats. My mother bought it for interior decoration and used to display stuffed animal toys in it, but she has decided to declutter. Since this is small, it's suitable for kittens or for interior decoration. It might fit 2-3 kittens if they are still small. It's woven tightly, but there is some fraying in various places, as shown in the 10th image.
