The cuffs likely have elastic, but it is stretched out. Of course, it can still be worn as is. This is a NIKE x Pendleton nylon jacket. I believe it is rare as it is no longer commonly found. Although it is thin, the inside is fleece-lined, making it warm. It would also look cool layered with a down vest over it. Thank you.
