This is a Sanrio character "Kuromi" plush toy. It's a discontinued item with a design that is now difficult to obtain. While I don't have the original bag, it was basically displayed on a shelf and I didn't touch it except for occasional dusting, so I think it's in relatively good condition for its age. It still has the paper tag and is in good condition, but as it's been opened, there may be some dust or foreign matter attached. Please note that returns are not accepted after the product has been unpacked due to the nature of fabric products.
