This is a natural stone suzuri (inkstone) of undetermined origin. Based on the stone quality, it most closely resembles Hōraiji-san Hōmeiseki suzuri from Aichi Prefecture. Hōmeiseki suzuri are not widely available, but they have a dedicated following, and I have sold over a dozen of them myself. They are characterized by a slightly thin, black stone with layers of thin stone, and some pieces are made from a single thin layer, feeling more like a plate than an inkstone. These are very rare and unique, and have many fans. This piece has been finished with the natural surface of the layered stone, emphasizing its natural beauty, and I think it's a fine work.
