Fox Knapp, established in Philadelphia in 1926, is a prestigious brand with a history of supplying military wear to the military during World War II. I believe this is a functional piece, with its tightly woven heavy Melton wool, quilted lining, collar shape, and the position of the hand warmer pockets.
