This is a Kanegon Shokugan (food toy) figure. I believe it was about 20 years ago, and I remember it being a secret item in a popular Shokugan at the time. According to an image search, it appears to be the "Lonely Money-Eating Monster / Kanegon" from the Ezaki Glico New Time Slip Glico [Nostalgic 20th Century] figure collection. It has been stored at home for a long time. It was displayed in an acrylic case, so I believe there are no noticeable scratches or stains, but please forgive any minor scratches.
