This is a knee-length skirt from Noela. The tulle is removable, allowing for 2-way wear. With the tulle on, it's a pleated skirt! Without the tulle, you can enjoy it as a flared skirt. There are a few spots where it's lightly soiled, but I don't think they're noticeable when worn.
