It was found in Ise City, Mie Prefecture, and says Sarutahiko Shrine, so I believe it's definitely a sacred item from Sarutahiko Shrine in Ise. As the image shows, there are chips, and the coloring has completely faded, giving it an appearance that transcends human understanding. There's a hole for a string to pass through.
