This is the mechanical pencil unit from the PILOT Fure Fure Beatonic, which was discontinued a long time ago. This part alone can be used as a mechanical pencil, and it was a hot topic back then because you could turn any pen into a mechanical pencil if you had this. I think it's a pretty niche part.
