This is a driving wheel-shaped ink pad holder that was distributed by Japanese National Railways. It is covered in 24K plating and shines brilliantly! There is an engraving on the back. (Photos 6 and 7) It also has a substantial weight to it. The chrysanthemum crest on the inside of the lid can be confirmed as belonging to the Japanese National Railways era.
