It was Japan's first full-scale comprehensive development project, implemented through special legislation that also encompassed the development of the water source region. Furthermore, it was an unprecedented project in its content, actively considering environmental conservation. After more than a decade of surveys led by the Ministry of Construction, the project was taken over by the Water Resources Development Public Corporation. Construction continued for 20 years, making it a large-scale undertaking.
