This is a cold-weather cover for baby carriers. It was also used on a stroller. It's thick with padding for warmth, has a soft fleece lining, and is lightweight and easy to remove. There is a stain as shown in the upper left of the first photo and the sixth photo. It looks like adhesive residue from something sticky like rubber. It's hardened but not hard or sticky.
