It's a slightly large rice bowl, the size of a mini-donburi. (The last image is for size reference. The color appears darker and duller in the photo.) I actually use a similar one at home, and I use it for various purposes, such as with plenty of grated daikon radish or for dipping noodles! Microwave safe for warming. The hand-painted touch makes it look like an antique vessel, but I believe it's a modern piece. You can tell that a craftsman has hand-painted each one. The details are unknown, but based on the texture, it's likely from Arita or Hasami ware. It's a very beautiful vessel with a skillful finish. The blue color doesn't come out accurately in the images.
