These are Uniqlo's Stretch Warm Easy Jogger Pants, also known as "Warm Pants." The color is black. I bought these last year. I bought two, thinking I'd need a spare, but this one is unused as my child outgrew it. The inside is fleece, so it seems to be very warm. The cuffs have elastic.
