This is a front carrier for a randonneur bike. The manufacturer is unknown. I obtained this deadstock item from a nearby shop about 10 years ago, intending to install it on an Alps Climber. According to the shop owner, it's from the Showa 50s (1975-1984). It's a new, unused item, but it's old, so there is some surface rust.
