This is a card that came with a JoJo's Bizarre Adventure wafer! It's a secret card featuring Diavolo and Doppio! It hasn't been taken out of the package! There are bends in the two circular parts of the card. It's not creased, but it is bent! It might be possible to fix it with a hairdryer or iron. It's not noticeable when viewed from the front!
