This film was planned in parallel with "Game of Death," Lee's unfinished film, and was completed after Lee's death. Billy, a master of Jeet Kune Do, investigates the mysterious death of his close friend, martial artist Chin Ku, and meets an untimely death in Japan. Billy's younger brother, Bobby, flies to Japan to find out the truth behind his brother's death. Bobby suspects Louis, a martial artist who is a disciple of Chin Ku, and heads to Louis' stronghold, called the "Palace of Death," but Louis has also been killed by someone. Pursuing further mysteries, Bobby infiltrates the giant underground secret base, "Tower of Death."
