It's a handwritten illustration by an unknown artist. It appears to be the original artwork for the cover of a doujinshi (self-published magazine) that collected science fiction novels and illustrations, published in 1979. I believe it's a wonderful illustration, a crystallization of the passion of the first generation of otaku, in a bande dessinée style from the 1970s, predating Katsuhiro Otomo's AKIRA and Dōmu, and perhaps the most cutting-edge gekiga (dramatic pictures) of the time.
