It's a ceramic figurine. It was displayed on a shelf, so it's unused, but there are marks on the lid and the bottom from being placed. *See photos 4 and 5. Please check the condition and size in the photos, and refrain from purchasing if you are overly concerned... (ToT) I would be happy if you would purchase it if you think it's lovely! They couldn't find it by searching on Google Photos, and they don't remember which pottery it is, so the manufacturer is unknown... (..)
