It was used for cheering at children's soccer games, so there are paint chips, small scratches, etc. It is made of metal. It is washed and dried after each use and stored. I haven't used it for a while, so I don't think the inside is rusty, but the paint has chipped off around the opening and is rusty there. I will remove as much rust as possible before shipping when it is purchased. Even the two-whistle set is quite loud. I believe the two-whistle set is no longer available new.
