This is a hook rod used to open and close the ventilators (ventilation openings) installed on the ceilings of cabooses and passenger cars during the JNR (Japanese National Railways) era. I obtained this from a railway employee, so it is not something that is available on the market. It is unused, as it was supplied as a spare.
