This is a Nagoya obi with a design that looks like a Western ship tossed about on the waves of the ocean. It's a lovely obi with an interesting pattern, somewhat unusual material, and chic color scheme. The material is unknown. I think it might be polyester. A crease is visible on the edge. See photo 7.
