This is a collaboration sticker between Baskin-Robbins (31 Ice Cream) and Pokémon. It's a bonus you get when you purchase a qualifying product. I opened it to check the contents, and the back of the Bulbasaur sticker is slightly peeled (see image 3). The front is undamaged. There's no problem using it as a sticker.
