This is a Bulle Sable noir dessert plate/mid-size plate by BERNARDAUD. This is one of my top 3 BERNARDAUD pieces, the "black speckled..." (I've forgotten the collection name) that I mentioned in a previous listing. It's 22cm, so it's a bit large for a dessert plate and a bit small for a dinner plate, but you can use it however you like. I absolutely love it, but when I bought it, the staff told me, "Please don't use a knife on it." The reason was either that the plate would break or that it would get scratched... apparently, the material and construction are delicate. I was surprised, thinking, "Huh? For a plate?" I think it was the "break" part, as scratches are the fate of plates.
