This is a navy chiffon dress. It's a dress with a design that looks like a bustier dress with a shawl over the shoulders. The back has a ribbon that looks like it's laced up. The shawl part can be tied in various ways: a ribbon bow, a fluffy knot, or you can even put it around the back and tie it in a ribbon bow, which I think is cute.
