This book includes Hayashi Shihei's policies for a rich country, three proposals to the Sendai domain, starting with the monetary theory "Shohei Jiraku," military strategy, famine countermeasures, and the translated book "Yochi Kokumei Yaku," as well as "Kyoritsu Hyakuei" (One Hundred Poems of Confinement) written during his seclusion, supplementing the contents of "Kaikoku Heidan" (Discourse on the Maritime Defense of a Nation) and "Sankoku Tsūran Zusetsu" (Illustrated Description of Three Countries), which were not included in this book. In addition, it contains documents and materials related to Hayashi Shihei, including poems by Emperor Meiji, as well as writings by Yajiro Shinagawa, Takeshiro Matsuura, Kunpei Gamo, Sanetomi Sanjo, Hirobumi Ito, and writers such as Saburo Shimada and Soho Tokutomi, and cultural figures associated with the Sendai domain such as Bankei Otsuki, Fumihiko Otsuki, and Chisen Oka. In the first proposal, "Gakusei no Shuyo" (The Main Points of Educational Policy), it is declared that "Academia does not include the Shushi school, the Yomei school, the Jinzai school, or the Sorai school," and recommendations are made regarding education, personnel recruitment, and financial policy.
