This is a die for a butterfly ribbon. Ideally, you would use a press machine, but if you don't have one, you can also punch it out by tapping. Place the leather on top of the die and try tapping it with a rubber mallet or wooden mallet. The blade is sharp, so please be careful not to touch the blade.
