This is a part for attaching a Shimano PRO saddle bag. My old saddle bag is worn out, so I bought a new one and no longer need this part. I think it's convenient for people who have two bicycles and switch saddle bags between them. The part is worn and has been repaired, but I will also include the saddle bag if you want it.
