Similar items are introduced as glass "ohajiki" (Japanese glass game pieces) in photo 10 of Tada Toshio's "Toy Museum 18: Girls' Toys." Also, similar colored pieces are introduced as "ohajiki" on page 5 of "Kotto Fan Vol. 4" (Hokushindo, 1997). In my personal opinion, I believe these were made as alternative toys during the pre-war and wartime periods when there was a shortage of materials and proper "ohajiki" could not be made.
