This is a hair ornament for Shichi-Go-San (the Japanese festival for children aged three, five, and seven). It's attached with pins. My daughter wore it when she was three years old. It makes a soft bell sound when she walks. It's a cute sound. The four-petal flower is slightly yellowed. I don't think it's very noticeable.
