I bought this at a used clothing store and wore it a few times. It has a belt string at the waist, but no belt came with it when I bought it. There's some fraying at the hem from when I bought it, but I wore it without worrying about it. It has shoulder pads in the shoulder area. The waist is elastic and the skirt part has a lining. The size is listed as 11. It feels like a size M. Please understand that this is a used item and has been stored at home before purchasing.
