This is an original ballpoint pen from the now-discontinued magazine "Lapita." The body is engraved with "LAPITA," "sterling silver," and a frog mark. This is a very rare item. While there may be some tarnish, scratches, and wear characteristic of sterling silver, overall it appears to be in good condition. It has a substantial feel. It's heavy. However, please be aware that it has been manufactured some time ago. Lapita sterling silver fountain pens seem to be trading at quite a high price, but I've never seen a sterling silver ballpoint pen. This is a highly rare item.
