It is unclear whether this is the SA002-1 powered chassis (Shinkansen type) or the SA001-1 powered chassis (Normal type / exposed bogie type). It is likely the "Shinkansen type" SA002-1, but please make your final determination based on the photos. Tested with both Rokuhan and Marklin Z gauge. It runs strongly in both forward and reverse directions. Everything in the photos is included, but the rails are not included.
