This is a Mars Rainshadow Jacket. I think it's also called the Spector jacket. As is the fate of this series, there is delamination on the inside. The back is relatively clean, but I've removed the worst parts myself, such as around the neck and the inner arms. Originally, it's a waterproof jacket, but the functionality has decreased considerably, so you might as well just peel it all off.
