The frills and ribbon around the neck and the pleats around the waist are dressy. There is no tag, but the material is likely polyester. There is no lining (the skirt part is not see-through, but the top part is). There is no major damage, but there are a few loose threads (the area of particular concern is shown in the third photo, with a gap of about 5mm).
