This is an old sanpo (alt. reading: hō). A sanpo, which you can search for, is a stand used to hold items offered at a Shinto altar. Old ones like this are quite rare, I believe. It would also look great as a sake serving tray. Some nails are protruding. Because of this, the legs are slightly wobbly. It won't fall over, though.
