It appears to be a custom version of a TYR Tactical /SOF IFAK Medical Pouch. It has been converted into a leg pouch. Both zippers are missing pull tabs. S09 It is a medical pouch that uses a removable bungee cord platform. The top flap allows for quick opening and closing of the pouch. The bungee cord platform is secured with velcro inside the pouch and can be quickly removed for use, allowing medical supplies to be deployed in an easily accessible position. There are two tourniquet pockets inside the front flap.
