This is a shikishi board (a decorative paperboard) from politician Keijiro Murata (むらたけいじろう). It was previously owned by a relative and kept wrapped in paper on a bookshelf. As it says "(Year of the Wood Rat)", I believe it's from 1984 (Showa 59).
