This is likely a Barbour Beaufort jacket from before the 2000s. Due to aging and frequent use, it has a nice worn-in look and feel. It has a unique vintage charm that you can't get from current models. The oil has mostly worn off, so it's not sticky, and while there is some deterioration, there are no tears.
