This is a Mashukashu dress. The gathering at the waist allows for a neat and tidy fit. The skirt has a lining, so you can wear it on its own. The two-tiered ruffles on the skirt are cute. I don't think there are any noticeable stains, but it's a used item. Please refrain from purchasing if you are sensitive to this. Mashukashu items are rarely discounted even during sales.
